Rapport du pr\u00e9sident<\/h1>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Le paysage \u00e9conomique de la Suisse en 2024 a pr\u00e9sent\u00e9 une croissance solide, \u00e9voluant dans un environnement \u00e9conomique mondial complexe. Le Produit Int\u00e9rieur Brut (PIB) a poursuivi sa croissance au dernier trimestre pour atteindre 0,5% et 0,9% en 2024. Cette \u00e9volution a une nouvelle fois \u00e9t\u00e9 marqu\u00e9 par un secteur pharmaceutique robuste, dont la forte performance \u00e0 l’exportation a d\u00e9montr\u00e9 la force de la Suisse dans les industries sp\u00e9cialis\u00e9es. Cependant, cette relative croissance a \u00e9galement \u00e9t\u00e9 port\u00e9e pour moiti\u00e9 du secteur des services. Il est important de noter que la variation entre les secteurs \u00e9conomiques \u00e9tait significative, celui de l\u2019industrie a stagn\u00e9.<\/p>

Une r\u00e9alisation cl\u00e9 pour la Suisse en 2024 a \u00e9t\u00e9 la gestion efficace de l’inflation. La force du franc suisse a jou\u00e9 un r\u00f4le vital dans la stabilisation des prix, contribuant \u00e0 un taux d’inflation moyen relativement bas de 1,1 % pour l’ann\u00e9e. La Banque Nationale Suisse (BNS) a strat\u00e9giquement ajust\u00e9 sa politique mon\u00e9taire, en assouplissant son taux directeur. Cette politique a plac\u00e9 les taux d’int\u00e9r\u00eat de la Suisse en dessous de ceux des grandes \u00e9conomies comme les \u00c9tats-Unis et la zone euro, refl\u00e9tant une approche adapt\u00e9e aux circonstances \u00e9conomiques uniques du pays. Cette politique mon\u00e9taire a contribu\u00e9 \u00e0 soutenir l’\u00e9conomie suisse, \u00e0 normaliser l’inflation et \u00e9galement emp\u00eacher une nouvelle appr\u00e9ciation du franc suisse.<\/p>

Les d\u00e9veloppements de la politique sociale, tels que la mise en \u0153uvre de la 13e rente AVS et ensuite le rejet de l\u2019initiative d\u2019all\u00e8gement des primes, ont ajout\u00e9 une couche de consid\u00e9ration fiscale aux perspectives \u00e9conomiques, impactant potentiellement les d\u00e9penses publiques futures, m\u00eame le sc\u00e9nario privil\u00e9gi\u00e9 actuellement par le Conseil F\u00e9d\u00e9ral est seulement une augmentation du taux de TVA. La d\u00e9convenue de la modification de la LPP n\u2019a pas permis de mettre en place une solution \u00e0 un syst\u00e8me de pr\u00e9voyance plus adapt\u00e9 \u00e0 l\u2019\u00e9volution de notre soci\u00e9t\u00e9.<\/p>

Les pr\u00e9visions pour 2025 sugg\u00e8rent un potentiel d’augmentation de la croissance \u00e9conomique, stimul\u00e9 par des facteurs tels que l’assouplissement de l’inflation et la baisse des taux d’int\u00e9r\u00eat. Cependant, l’\u00e9conomie suisse reste vuln\u00e9rable aux incertitudes \u00e9conomiques mondiales. Les tensions g\u00e9opolitiques et la mont\u00e9e du protectionnisme posent des risques importants pour notre \u00e9conomie qui est orient\u00e9e vers l’exportation. Par cons\u00e9quent, bien que faisant preuve de r\u00e9silience, l’\u00e9conomie suisse reste tr\u00e8s d\u00e9pendante de la situation \u00e9conomique mondiale. Depuis son investiture, le pr\u00e9sident am\u00e9ricain attise activement des tensions commerciales longtemps oubli\u00e9es et menace de r\u00e9introduire des droits de douanes abandonn\u00e9s au profit du d\u00e9veloppement \u00e9conomique globale.<\/p>

L\u2019ann\u00e9e 2024 restera profond\u00e9ment marqu\u00e9e par une Europe qui semble fragilis\u00e9e par les bouleversements g\u00e9opolitiques actuels : conflits arm\u00e9s, place des BRICS et repli am\u00e9ricain. Confront\u00e9e \u00e0 une stagnation \u00e9conomique et un d\u00e9clin d\u00e9mographique, elle doit se r\u00e9inventer en mati\u00e8re de souverainet\u00e9 et de s\u00e9curit\u00e9, et affirmer sa position sur l\u2019\u00e9chiquier mondial. Le mod\u00e8le de paix par le commerce et le droit, qui est le fondement de son unit\u00e9, perd de son influence. La France est \u00e0 la traine et l\u2019Allemagne affiche deux ann\u00e9es successives de r\u00e9cession. La position centrale de la Suisse la lie ind\u00e9niablement \u00e0 cet avenir incertain. Ce n\u2019est pas l\u2019heure de se d\u00e9tacher de nos plus importants partenaires \u00e9conomiques d\u2019autant plus que le protectionnisme am\u00e9ricain aura des effets n\u00e9gatifs jusque chez nous.<\/p>

L\u2019autre d\u00e9fi auquel notre pays doit de plus en plus faire face est la question d\u00e9mographique. Que l\u2019on parle de vieillissement de la population ou de la main d\u2019\u0153uvre, les solutions \u00e0 mettre en place sont complexes et n\u00e9cessiteront de vifs d\u00e9bats. On observe depuis quelques mois une l\u00e9g\u00e8re augmentation du taux de ch\u00f4mage conjugu\u00e9 toujours avec une p\u00e9nurie de personnel qualifi\u00e9. Les \u00e9ventuelles contraintes et cons\u00e9quences auxquelles notre \u00e9conomie devrait faire face si l\u2019initiative limitant la population \u00e0 10 millions d\u2019habitants \u00e9tait accept\u00e9e seraient graves et pourraient p\u00e9jorer la conjoncture future.<\/p>

Pour le canton de Fribourg, les prochains d\u00e9bats politiques sociaux-\u00e9conomiques se centreront prochainement sur une initiative cantonale pour un salaire minimum. Pour de multiples raisons, elle ne trouvera tr\u00e8s vraisemblablement aucun soutien de la part du monde \u00e9conomique.
L\u2019UPCF doit \u00e0 ses membres d\u2019\u00e9couter et de comprendre ces d\u00e9fis, locaux comme plan\u00e9taires, pour prodiguer les meilleurs conseils possibles et offrir des services de qualit\u00e9. C\u2019est \u00e0 cela que nous \u0153uvrons au sein de l\u2019UPCF.
